If I'm understanding the question right, the primary danger comes from non-humans, who can be quite dangerous even in the real world and who can often sense Awakened humans. So, a human magic-user probably isn't likely to accidentally blow up a city block, but they might be in danger of being eaten by a double-vampire or something.
